These surveys employ geophysical testing protocols such as ground-penetrating radar (GPR), magnetometry, and soil resistivity to non-invasively detect subsurface anomalies like foundations, artifacts, or burial sites without disturbing the landscape, ensuring compliance while minimizing delays. In practice, early SHPO consultations and phased testing (Phase I reconnaissance followed by Phase II excavations if needed) allow institutions to identify eligible National Register properties, develop mitigation plans like data recovery or design adjustments, and avoid project halts; from my due diligence inspections, overlooking these steps has derailed expansions, turning potential growth into prolonged legal battles.
